I have been dealing with this issue since launch where if I try to watch 4K60 HDR content on Youtube, I have a ridiculous amount of dropped frames and the video is extremely choppy. Here are some especially choppy videos. Is there a way to fix this issue? I'm dropping 700 / 900 frames within the first few seconds when watching these videos and it does not get better as the video progresses. HDR is enabled within Windows. Hardware acceleration is enabled within Google Chrome. I have plenty of bandwidth to stream the videos. I am using the latest drivers. I meticulously update every driver from Gigabyte for my motherboard also including the latest bios. My friend that owns an Nvidia GTX 1080 Ti has zero dropped frames so I'm assuming that it is an AMD related issue. I included the "Stats for Nerds" box from right clicking a Youtube video and choosing "Stats for Nerds" as an attached image so someone can visualize how choppy it is on my end.
