You issue seems to be a common problem.

Follow this Tech site troubleshooting tips and see if it fixes your issue or not: https://appuals.com/fix-amd-radeon-settings-wont-open/ and this tech site also with similar tips: http://windowsbulletin.com/how-to-repair-amd-radeon-settings-wont-open-problem/

Don't download their "recommended" software but the info is valid.

Make sure you have the latest Windows 10 version installed (2004) and fully updated via Windows Update.

Here is AMD latest Driver for your RX580: https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-580

Download DDU (Display Driver Uninstaller) run it with the Internet disconnected and also delete the following AMD Folder if it was created at C:\AMD.

Once DDU reboots back into Windows Desktop, still with the internet disconnected, install the AMD Full Driver package. If it installs successfully, reconnect the Internet and again delete C:\AMD folder to save HDD/SSD space and to prevent future AMD installation conflicts.

Also check Device Manager under "Display" to make sure there are no Errors or Yellow Exclamation marks showing.

One way to make sure your AMD was installed and working correctly is by downloading GPU-Z and at the bottom you should have several boxes checked marked like : OpenCL, OpenGL, and about 2 or three more.  If you only have one or two boxes checked marked than that indicates the AMD driver was not installed correctly.

Post back if you still are having issues with the AMD software.

Thanks for the Reply. I already followed the procedures that you reply im just waiting if it will happen again and i will ask for you help again if it reappears again.

After following the steps that you give the problem still occurs it still automatically close and if i try to open the Radeon adrenaline the User Interface doesn't appear.

With the AMD driver installed , download GPU-Z and see for your GPU card if there are at least 3-4 boxes check marked at the bottom of the GPU-Z image like OpenCL, OpenGL, etc. This will indicate if the AMD driver has been install correctly or is working correctly.

Here is my GPU-Z with my AMD GPU Card:

Depending on the driver version you have you should have at least OpenCL,, OpenGL, DirectCompute check marked and with the newer drivers Vulkan. Sometimes DirectML is check marked and sometimes it isn't.

Also go to Device Manager under Display and make sure there are no Errors or Yellow Exclamation marks.

Run DXDIAG.exe and "Save to File". Open the DXDIAG.txt file and go to the last category at the very end under "Diagnostics" and see which files you are having issues with.

Also run as a precaution in a elevated Command Prompt or Powershell the following command: SFC /scannow

This will check your Windows OS installation for corruption or missing files.
