AMD Radeon Settings Will Not Open

My issue is I cannot open the "AMD Radeon Settings" either from the desktop, or through "C:\Program Files\AMD\CNext\CNext\RadeonSettings.exe"

Running an RX480 on a fresh Windows 10 x64 install (fully updated). Radeon drivers updated to latest (Crimson ReLive Edition 17.11.1). Display was cloned to my TV (both displays are 1080p/60hz) with the TV getting send Limited RGB color space. I cannot give you a full rundown, as I can't access the settings.

I click to open, get the usual windows loading circle, and then nothing happens. I have already tried a complete uninstall/install via DDU and the AMD Cleanup utility. After re-installation of the drivers, the problem will go away at first, but after a few hours the settings are back to not opening.

Here is a video capture of my issue. For some reason the mouse doesn't animate, but in actuality the circle is spinning.

Please try a different driver version, such as 17.11.2.

Tried multiple different driver versions (including 17.11.2). The problem still persists.

I did a fully fresh install of Windows and everything worked fine with the default drivers it installed (17.7). I updated to 17.11.4 and it started acting as before. The monitor would not wake up after it was set to turn off after a time (requiring a reboot), and the settings menu would not open. I started running 17.7.2 and it seems to be working fine, so it's definitely a driver issue. How do I prevent Windows update from automatically updating, as I'm sure it will screw it all back up once the latest drivers get approved by MS?

I was hoping that somebody may have the answer to my issue, as I am having the same problem an entire year later. I had the system running fine on (IIRC) 18.12.1 driver package, and when i turned my computer on today I had a driver update notice. I opted for the express install of 18.12.2, but I encountered an error of sorts and the install was only partially completed. After reboot I re-tried installation which this time completed successfully. However on reboot, any attempt to open radeon settings.exe yields no fruit. Ran the amd cleanup utility, manually deleted all amd related folders and files which it didnt remove, ran CCleaner registry cleanup, and uninstalled a few programs I had installed since my last driver update. This time I ran the "auto detect tool" which installed 18.12.3. Everything is installed.. but I can't get radeonsettings.exe to load up still. This is particularly frustrating because I need access to the 5% HDMI scaling option in order to see my screen properly. Not to mention the overclocking and fan boost features of WattMan. I might be slightly off on the driver version I WAS using successfully, but If I recall correctly - it ran on visual c++ 2015 redistributable, and the two newer driver versions I've tried ran against the 2017 runtime. My suspicions are that the issue I am having lies with the version of c++ here, so I'm hoping someone can verify that if the c++ run times are corrupt/non existent, that the GUI fo radeonsettings will fail to load. If however my suspicions are wrong, please point me in the proper direction.
