My specification:
To simply put: during gaming (roughly 5-20 minutes after launching Performance Monitor) my Performance Monitor (Performance Overlay) randomly shut down.
1. And if I'm trying to open AMD Overlay (Alt+R) my keyboard and mouse stop working.
2. To solve this problem I use Alt+Tab or Ctrl+Alt+Delete or Start Button (button with Windows logo) to teleport to desktop.
3. After that - Performance Monitor will appear on the desktop. And if I open the game Performance monitor will also appear in the game until next random shut down.
Notice: only Performance Monitor is shutting down, not all driver.
Tested in: Need For Speed (2015); War Thunder; Grim Dawn; Fallout 4; The Witcher 3 - Wild Hunt, Terraria.
The problem has been resolved. Empirically, I came to the conclusion that if you disable the Hide overlay while logging function (it is enabled by default), then the overlay will stop randomly turning off.
