recently i got 7900 XT, and i saw feature called "AMD Link", after trying for a while now, i can't seem to get amd link on my samsung neo qled QN90A (2021 model) TV.
I can see "steam link" in app store on my tv, but i can't seem to find AMD link.
After checking compatibility, it says it is compatible with Android tv 7 platform or higher. I know that my tv runs on Tizen os, but I am wondering what does this mean exactly?
Do i need to buy android TV box to be able to download amd link to it? Sorry for inconvenince, i am new to streaming games to Tv.

As you already found, Samsung TVs run TizenOS, so AMD Link app does not exist on their store.
You'll need an official Android TV external device like Mi Box S or NVIDIA Shield; or an Apple TV running tvOS 12 or newer.
