Its getting annoying that i can't use this since i upgraded to windows 10 two years ago... My fullscreen games are getting stretched. I wanted 1040 x600 in fullscreen with black borders now i cant get that option no more.

I think you talking about this feature How-To Enable and Configure GPU Scaling Feature
In Crimson driver this feature has been moved to Radeon settings>Display
Just enable GPU scaling and set scaling mode to "Center"
the thing is i can't use crimson driver i have AMD catalyst control center
and i dont have enable gpu upscaling option on control center
Here is what im going to do. im going uninstall all AMD package. from there
what should i do? because this catalyst is not letting have the option
after deleting and reinstalling amd package i still didnt get that option
