7900 XT Flickering in games and causing sound tearing

Bought a new 7900 XT that I installed in a 3900x machine with 1000 watt PSU.  Noticed immediately upon gaming a screen flicker, with some stuttering.  During these stutters, I get a glitchy noise and sounds or voices.  Even when just watching videos, I get the sound issue.  Swapped the card out 2 times with my old 2080 Super.  Removed and reinstalled drivers each time.  Problem persists.  Please does anyone have any ideas about this or am I just returning the card?

Sounds like my old RX 570 8GB which had issues like your card but I also got purple streaks at times... Before you send the card back, update your BIOS if you haven't done so. Have you tried uninstalling AMD and NVIDIA drivers, restarting the PC and installing AMD drivers? Have you tried defragmenting / optimizing your hard drives / SSD?

Did everything you suggested already no change at all.  Have no idea what else to do....got the card at Microcenter so returning it should not be a problem.
