6750 XT downclocking on non-intensive GPU loads

I'm having some issues with my 6750 XT downclocking when playing low intensive games. Whenever I play Battlefield or COD it seems fine but when playing something like League of Legends, my GPU only uses 10% and it's stuck at around 400 Mhz (I tried setting minimum clock to -100 of Max but that doesn't work).

My FPS on League starts at 130-140 then drops to 90 often so it keeps stuttering (lots of frametime spikes). I also get stutters whenever I'm on my desktop.

Here's my system specs:

i9-9700K

32GB DDR4-3000

RX 6750 XT reference

SF600

Dual Monitor (1440p and 1080p). For some reason my 2nd monitor is also having issues with this new card (Only detects 640x480 unless I set custom resolution on Radeon software) but it works fine when I use a GTX1050

Things I've tried:

1. Setting minimum clock to max -100

2. Enabling/Disabling frame rate target control, Radeon chill, anti-lag, enhanced sync.

3. Updated BIOS

4. Multiple driver versions (22.5.1, 22.11.1)

Anyone else know how I can fix this?
