5700 XT drivers crash during install

I am upgrading from a 1070 to a Power color reference 5700 XT. I used DDU to uninstall its drivers. When I go to install the drivers for the 5700 XT the installer freezes at 33%. The computer then shuts down. When I go to turn it back on again the circle of dots freezes and the gpu fans ramp up. It will do this until I turn it off. Only way to fix this is to go into safe mode and use DDU to uninstall the driver. I did try installing it on a different computer and it worked just fine.

Doesn't work on

Ryzen 7 1700

32GB ddr4 3000

Gigabyte ga ax370 gaming motherboard

EVGA 600b 600 watt psu

Windows 10 1909

Did work on

Ryzen 9 3900x

16GB ddr4 2666

Gigabyte ds3h b450 motherboard

Thermaltake 600 watt psu

Windows 10 1909

I have tried

installing just the driver without the software

tried multiple different version of the driver

disabling windows from downloading drivers

updating bios

updating chipset drivers

re installing windows

using the power supply from the computer it worked on

unplugging all nonessential components

switching monitors

installing from safe mode using device manager to install the driver from the extracted file in C: AMD

setting pci mode to 3.0

using a different pci slot

turned off xmp

using only 1 ram stick

Try more powerful PSU. The motherboard may be doing the same job based on PSU's wattage.

So, I dont know if you were able to solve your issue, specially with the 19.12.2 updated from amd but mine ended up being my riser cable that i was using in my vertical mount. good luck
