I'm not an expert, but I think this is more a GPU bios problem than drivers problem. (I've RX Vega 64)
The update seems to fix partially after adrenaline software loading, but this problem also happens in transitions between mobo bios post<->windows load and windows load<-> adrenaline software load, so the correction is more lika a poor workaround

Also how is your monitor connected to the Vega - HDMI, DVI, DP, or Adapter?

Connected with DP.
Deactivating freesync in monitor options avoid this problem. Being activated, it solves after adrenaline load.
