Look to me like he's placing blame on AMD for not providing the necessary tools(backward compatible API).

We are looking at this issue and investigating to see if there is anything that be done at our end.

I tested the latest driver 17.6.1 today(6/8/17) and so far I haven't experienced any flickering problems when using AIB Partner OC tools.
