how can i set the rx 580 as default video card?

Some information about your setup would be helpful, however the easiest way is to simply connect your monitors to your video card instead of your motherboard. If that doesn't solve the issue go into your BIOS and disable your integrated graphics.

If you're on a laptop, you probably don't want the RX 580 being your default card. Instead they're designed to kick in whenever you start a game.

You really need to supply more information please.
If you have a PC with more than one AMD GPU or a mix of Nvidia and AMD GPU then you set the primary display in Windows to the GPU you want to use and that tells Windows to run the game / application on that GPU. If you are using Ubuntu or similar Linux with an AMD GPU then you are pretty much stuck to using the GPU in the Primary PCIe Slot unless you are prepared to take your chances by modifying display configurations at the command line and are an expert. AMD still have no software GUI for their GPU / display control in Linux at all, unless you are prepared to install ROCm which is a PhD project in itself.
