Graphic card for mining

Crptocurrency mining rig doubts as I am planning for commercial mining

1. AMD graphic card (like AND RX 570 8GB) seems to be Low prices with faster ROI. Is it true?

2. Crptocurrency rates are highly fluctuating. If prices comes to USD 350( Ethereum) approximately then what's the strategy to be adopted? Like wait for good rate or any other

3. Many says Ethereum is coming out with 2.0 and many current systems becomes obsolete. If yes Please suggest AMD GPU cards which is suitable for new version of Ethereum as well as other crptocurrency mining

Ethereum is pretty much going EOL for Graphics Card Mining, no "new" or "next gen" GPU will be able to bypass this because it'll be in the Ethereum Network, not a local lock like NVidia's Driver Hashrate limiter.

AMD RX400/500 Cards are pretty good for mining, but at the moment they're stupidly expensive. A Brand New RX 580/590 8GB shouldn't cost more than 180€. Also if im not mistaken you don't need 8GB of vram for just mining, buy a 4GB VRAM Card instead if its cheaper.

AMD VEGA Cards are good at mining too, but they were never really a good perf/$, perhaps when Ethereum goes to the Proof of Stake System they'll be available on the used market for cheap.

When the current shortage ends i'd suggest you look for a RX 480 or a RX Vega 56 at decent prices
