AMD A9-9410 RADEON R5, 5 COMPUTE CORES 2C+3G 2.90 GHz

I have a AMD A9-9410 RADEON R5, 5 COMPUTE CORES 2C+3G 2.90 GHz processor which can not run win11. Is there a processor out there that can plug into my current configuration that would run win11, with out changing my motherboard.

unfortunately no, since windows 11 requirements also depend on the motherboard supporting TPM 2+ in some way. For zen generations after 2000 their integrated SoC TPM2 is sufficient, but for anything else you need to add a dedicated TPM2 module.
Additionally, your APU (CPU+GPU) is soldered to the motherboard, so you cannot separate the two.
