Will list of supported by OpenCL hardware be extended to HD3xxx and HD2xxx GPUs?
currently it's possible to use them via Brook+.
Will OpenCL SDK support them in the future or HD4xxx can be considered as ultimate low-end GPU with OpenCL support ?

This is correct, HD3XXX and HD2XXX do not have the hardware required to support OpenCL.
