Which SDK provides basic frame grabbing under Linux?

Intended application is frame grabbing (saving all video+sound frames to a single file) under 32-bit Linux.   Expected hardware is ATI Radeon HD 3800 series card.

I would like to be able to capture analog video on the AVIVO connector.

Which SDK allows this?

Although, its not clear how to grab video frames from the driver?  Also, the encoding/decoding part should ideally be part of the hardware.

Has anyone done this already and can point the way?
