I try to install the AMD APP SDK 3.0 and I have the same problem that it was already discussed here:

AMD SDK web install stops (Error 1329 unsigned/corrupt msi file) and standalone download fails
The server interrupts loading. It in case of downloading according to the direct reference.The web installer doesn't work too.More than 10 attempts are made already. Connection speed about 300 kb/s

All the download links seem working fine. You may try a download manger so you can resume the download if it gets interrupted.
I tried to use different download managers, they interrupt loading too. And broken download resume isn't supported by the server.
When using the Install manager there is such error:
Whether it is possible to ask you to load files on Google disk?
Has downloaded everything through the Chinese proxy. Obviously, some problems with access from Russia.
