Need support radeon hd3850 (Windows 8.1-64bit). Do not install drivers and no support "catalyst control center". I ask the developers to add support for this video card windows 8.1.

I had the same problem with my hd3800. You can mix the microsoft drivers(WDDM) with random versions of CCC - that will do. Or you can go to the "hardware manager" and choose the video-driver from the path of installer's exctracted files which had worked on windows 8. The original setup doesn't allow driver to setup, but you can make it work by that way.

Radeon 3850 is way too old, I think AMD dropped driver support for HD38xx serial asics long time ago. try use old windows 7 driver to see if it works for you.
