Hardware/driver for OpenGL ES SDK?

For convenience, I want to develop OpenGL ES 3.0 code on Windows. I downloaded the AMD OpenGL ES SDK and compiled and ran the sample, but can't get it to work.

The page says Radeon HD cards are needed. I tried with a Radeon R9 290X and Crimson 17.7.2 drivers, in the hope that this is close enough to HD 7000 family to work, but it failed on eglGetDisplay. I then tried a Radeon HD 5870 with Catalyst 15.7.1, and that did pass eglGetDisplay, but failed with an access violation inside atiolgxx.dll when calling eglInitialize.

Is there a hardware/driver combination that does work? Or perhaps an alternate easy way to run OpenGL ES 3.0 / EGL on Windows?
