Does PCI-e 1.1 affect the OpenCL performance?

PCI-e 2.0 doubles the bandwidth of PCI-e 1.1 standard. It's known that in most cases it doesn't really affect the card performance as the old one hasn't been yet exhausted by the applications. However I suppose that Stream technology and OpenCL may be more bandwidth-hungry than standard graphical application.

Would placing Radeon 5570 in an old PCI-e slot limit its OpenCL/Ati Stream performance?

It depends....if your application is bottleneck by host-device data transfer. You are right, stream aplications are sometimes host-device bandwidth limited, specially if you running your kernel for smaller matrices.
