Catalyst Control Center slows Windows startup.

With a default installation of the Catalyst 11.8 software on a Windows 7 Professional Service Pack 1 x64 system, the Catalyst Control Center ("C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\CLIStart.exe" MSRun") is added to the list of startup programs. The list of startup programs can be managed with the msconfig tool. With the installation of Catalyst the startup of the machine is slowed. "CCC.exe" can be seen consuming a bit of CPU for a while upon startup. 

I do not see any advantage to making Catalyst Control Center or the taskbar icon availble upon boot. It would be fine to access this program on demand rather than preload it, assuming the driver functionality does not depend on the Control Center.

Does the Catalyst Control Center interact with the driver when it is running?

Is there any consequence to disabiling the Catalyst Control Center Startup item with msconfig?

Why does the default installation enable this startup item and not provide a user preference to disable it?
