ATI Customer Care on Startup

With the Catalyst software installed on a Microsoft Windows 7 Professional Service Pack 1 x64 system, the Startup tab of the msconfig tool reports that "ATI Customer Care" ("C:\Program Files (x86)\ATI\ATICustomerCare\ATICustomerCare.exe") is running on every system start. This registry entry is present on a desktop system with an ATI Radeon HD 4890 but it is not present on a laptop system with an ATI Mobility Radeon HD 2400 XT. What does ATICustomerCare.exe do and why is it needed on every system boot? Why is it needed on a desktop system but not on a laptop system?
