Hardcore Performance problems under the new Software update

I got hardcore problems while i record or play without record under Software version 18.12.12

The Frames are Still on 60+ but the game is laaging extremly


My PC Specs are:

Fx-6300
Sapphire Rx480 Nitro oc
16gb ram ddr3 1866MHz

Win7 64bit

Game was: Rainbow Six Siege

there was no problems under the previous driver

I got the same problem on 18.12.12. When windows start up i have  best performance (in games 50-60 fps) and after few minutes i have 15-20 fps. The strange is when i uninstal the software of amd and no reebot the system, frames are back to normal. i'm getting 18.12.1 software for better perfomance.

asus rx580 8gb oc

16 gb ram

fx-8120
