Did you try to run DDU then re-install the latest driver? If not give that a go. If that doesn't help. Re-install the last driver that worked to your liking. Report the issue to AMD, the link is in Radeon Settings / Preferences. Then hope the next driver resolves it , or mentions it as a known issue. Until then report every new version that does not fix the problem.

Yor answer it's ok but some guy told me, maybe thermopad is end on memory

I want to change thermopad for memory and power section

But i can't find what thermopad 0,5mm or 1mm....

Maybe you know?

Maybe bad thermopad have throttling my Memory speed. Not bad Idea and solution.

I don't have tools to check what mm thermopad i need to my RX

I don't know but unless there is an issue with your card and the heat sinks making contact, I doubt you have an issue and if you do you are likely under warranty still. So I don't recommend that route. Really you only do stuff like that for extreme overclocking. That is fine if you want to tinker with it once you find stability without.

I use custom fan and temperature controls to keep my throttling in check. I don't have the same card but will post a picture of my settings for reference.

Why would I try a different driver? My system works great.
