Overlay not working in game on any of the drivers I have tried. It opens on the home screen but no where else? Just trying to use the performance and chill features

I cannot open overlay in game with any of the last three drivers. All of my other overlays are disabled. I have tried all screen modes. It opens on the desktop. I am just trying to gain access to the performance and chill tabs which only are available in game. Any help would be appreciated.

cpu- ryzen7 2700

gpu- rx580 4gb

os- windows 10 64bit

ram- 16gb

psu- 400w platnum

hp pavilion gaming desktop 690-0032

From the 'how to'

Something to try, is windows FSO(hybrid fullscreen ?) disabled/turnoff (and in the game/s .exe. file/folder).
