Computer 'stuttering' after installing RX 570

Desktop system

Windows 10 64bit

Radeon RX 570 4GB

Driver: Radeon adrenalin 18.12.1

Display Devices: ViewSonic VX2703 Series x2 connected via displayport 1.2

Motherboard: ASROCK H97 Pro 4

Bios version: AMerican Megatrends INc. P1.40, 7/29/2014

Processor: i5 3.2 GHz

RAM: 16 GB

Descibe the issue:

I recently installed my new radeon RX 570 video card.  Ever since then, my computer will do this weird stuttering thing.  It doesn't matter what I'm doing; I could have just restarted and have no programs running and it will still happen.  My mouse cursor will freeze. While I'm typing this, it will freeze for a second or two and then what I wrote in the meantime will show up.  If I'm watching a local video, that will buffer and stutter.  It's almost like my entire system is buffering. I've updated Windows and my graphics drivers and that didn't help.

Is there anything else I can do?  My computer is pretty much unusable beyond basic tasks (and even then, it's really annoying).
