Having severe FPS problems with Starcraft 2 recently

Some computer specs

Windows 10

Processor: AMD Ryzen Threadripper 1900X 8-Core Processor 3.80 GHz

RAM: 16 GB

Video Card: NVIDIA GeForce GTX 1080 Ti

I got this computer around last Thanksgivings. I never had any problems with Starcraft 2. Then all of a sudden about 2 weeks ago, SC2 has become unplayable. I get around 3 FPS during any action whatsoever (even just watching the workers mine at the beginning of the game drops FPS to sub-5). I don't think it's my internet connection since everything else I do on the internet is fine, and I get this FPS drop during the single player which is offline play. I've asked on several other sites about how to fix this problem, and have tried the following actions with no success:

  • run malware/adware cleaners
  • updating video card driver
  • Checked computer temperatures (i used nzxt CAM, and it said cpu temp was 69 C and gpu was 51 C)
  • scan and repaired game file
  • turned off firewall
  • turning graphics/terrain quality to low
  • uninstalled and reinstalled the game
  • tested a different game (league of legends is fine)
  • disable fullscreen optimizations
  • disabled Dynamic CPU Throttling
  • Disable Windows Game Capture
  • disabled onedrive
  • disabled all background apps

I'm at my wit's end at this point.
