Second: Here is the ATI Radeon 9600 Driver for WIndows 98: ATI Radeon™ 9600 Series Drivers & Support | AMD

Third: You can either have someone download the driver for you on another computer and then you install it on your computer. I have heard you can download it using your Cellphone. But you will need to find a way to download it into your computer afterwards.

Since you have the very ancient Windows 98 which probably doesn't support USB then you would need to burn the ATI Driver on a CD or Floppy Disc depending what type of Optical disc drive you have installed.
