after Windows 10 1803 update and Amd 18.4.1 relive was unusable (stuttering ,game freeze)

back to 18.3.4 everything is ok

i7 4790K

16GB DDR3

Sapphire Rx 580 Pulse

Make a clean install with DDU.

Unistall any 3rd party (GPU) program if u have.

done that...same problems...games unplayable (even without relive)

What I observed in games is that CPU freq droped to low states (when game was freezing)...back again to 18.3.4 all is fine
