so i got the stuff i wanted i got the Ryzen' 5 1600 bc' i wanted to fix the FPS drops and stutter in games but i was wrong it did not fixs it i have a GTX 1050 ti 4gbs  ram 16gbs DDR4 3200MHz

and i just reinstalled windows 10 2 days ago reinstalled games all games do this and its anything' so if you know anything PLZ let me know

and temps are good and I replaced every thing in my case

Try to configure the GPU and CPU and see if it helps. I read a couple of websites it could be hardware problems like bad memory or monitor cable or a configuration problem.

If your motherboard is a MSI B350 Tomahawk, there are very new Updates for the BIOS and Chipset:

BIOS - 7A34v1G - 03/20/2018

AMD Chipset Driver - 03/28/2018
