I was gaming an it was lagging. So I investigated hen saw this what does this mean?

check your Hardware might be hardware issue. Or disable anything in you task manager you aint using. Do you use you intel video card might be your intel over riding your AMD card. As a question what OS are you running & please list specs of your whole build so we can help. Another thing what games were you lagging with. More info to help us try diagnose

GPU is Graphics processing Unit right?

and my AMD is at 0% so is it suppose to go up or something?

I believe that your Intel HD Graphics are rendering the game instead of your HD 8500M.
