PROBLEM - Resolution scaling at 5% when in game adds almost a doubled effect leaving a black border around the window / scaling can sometimes freeze and when i change it, it flashes green like GPU artifacts.

OS - Windows 10

might be your CPU bottlenecking the card. What was it like on earlier drivers sounds a bug driver wise somewhere. Have you tried a driver roll back to see if it goes away

I did a clean install for the drivers from the disk and the latest from AMD. I'm running dual monitors and it's only on one in specific that it does it with. Whenever I use a different monitor it doesn't have the issue. Problem being the other monitor is much smaller. Though when in a game for example R6 Siege if i use the Adrenalin overlay for fps it jumps to normal size, if i use ctrl+shift+ O. If i turn it off it goes back to being incorrectly scaled. Other times the overlay won't show at all or i can click the hotkey twice and it'll stay without the overlay but runs choppy.
