Ryzen 1800X won't XFR to 4.0GHz stuck at 3.7GHz

Not sure whats the problem with my 1800X but the XFR doesn't seem to be working. It never XFR boosts to 4.0GHz and is always pegged at 3.7GHz. If it matters I'm using a ASRock Taichi board with stock settings and 2400MHz CL15 DD4 HyperX fury no XMP profile.

Turbo is based on the threadedness of the program, total load level, temperature, and what the processor "thinks" your cooler can do.

Also, that RAM is extremely slow, Ryzen works best with 3200mhz or faster RAM.
