Are you reading the CPU core temperature or the CPU socket temperature?
Your APU has a max user temp of 72.4C so it's unlikely that the temp you are reading is the internal core temp. Some software does not read AMD internal core temps accurately. Some applets list the CPU socket temp as "CPU Temp". The socket temp can read +10-+25 C hotter than the CPU internal temp depending on load and duration. You might want to try the latest versions of Core Temp, HWiNFO or AIDA 64 to see what they show for the internal CPU temp which may not be listed as "core temp" on any applet except the "Core Temp" applet.
If you are using the AMD boxed cooler and fan then it's fully capable of cooling this APU up to 104 F ambient room temp. The various TIMs only change the temp a couple degrees so that should not be an issue.
