Can you try to install drivers at http://support.amd.com/us/gpudownload/windows/previous/11/Pages/radeon.aspx?os=Windows%20Vista%20-%2...

Do not have access to a XP machine to confirm. Please try 11.11 or 11.12 drivers.

You should in general need the driver only and no SDK for runnings the applications on WinXP. If needed you can probably download old OpenCL headers from khronos.
