On the download page for the APP SDK 2.8 the linux 32 bit installer is labelled as version 2.8 while all others are labelled 2.7. The column with the version number says 2.7 for all of them. The check-sum names suggest though that they're all version 2.8. Are these just mislabeled?

What I heard it is that,
“We are experiencing some issues with the developer.amd.com website. APP SDK 2.8 binaries will be available for download shortly.”
AMDAPPSDK_Samples.msi fails if installation path contains non-latin characters.
Can you give the link to the msi file?
Did you choose "English" as supported language and installed it into a path with a non-latin name?
What hardware and software are you using?
The simplest way to reproduce it:
0. Unpack SDK distributive.
1. Run C:\AMD\Support\streamsdk_v2_8_win64\Packages\Apps\AMDAPPSDK_Samples_Win764a\AMDAPPSDK_Samples.msi and enter, for example, "C:\ТЁСТ\AMD APP\" as a destination folder.
2. Your should got the following message: "Error 1720...."
System config is i5-2500/Z68/hd7970/Win7 x64 Rus. But I think it doesn't matter.
A workaround could be:
Delete "AMD APP" directory ( if exists ) in C:\Users\$username\Documents\ o=
r from previously installed location
Open DOS prompt
cd C:\AMD\SUPPORT\streamsdk_v2_8_win64\Packages\Apps\AMDAPPSDK_Samples_Win7=
64a
RUN =3D> AMDAPPSDK_Samples.msi -q
To UnInstall
msiexec -x AMDAPPSDK_Samples.msi
