I have experienced the problem that Installer was using /usr/lib64 instead of /usr/lib on 64bit Ubuntu installations. This in turn causes libraries to be not found.
People seem to have devised solutions to this problem:

However, AMD, please fix the issue in next version! (Does AMD have a bug reporting site for this kind of problems/suggestions etc?)
Thanks!
Evren,
Thanks for reporting this issue. It took me a little while to find the right method for reporting it.
For Catalyst issues, you can submit feedback & bugs below. This information goes directly to the engineering team. http://www.amdsurveys.com/se.ashx?s=5A1E27D27E29B0E3
Will you please complete the form above? I would have filled it out for you, but it’s asking for information about your system that’s not included in your forum post.
Thank you very much for your help!
Kristen
Than you Kristen. I tried to fill in the form as detailed as possible. (the system is away). Please let me know if you need further information.
Thanks Evren. I really appreciate it!
Kristen, I am happy to report that I successfully could install Catalyst 12.4 and APP SDK 2.6 on Ubuntu 12 Precise.
However, now there is a new problem which you guys should be aware by now (and I thought it would have been fixed with 12.4 driver but somehow it is not!)
Just make a web search for "uaccess_64.h fglrx" there is a simple patch even...
This stops the driver from installing on both Ubuntu 11, 12 and Fedora 16, (and 17 has 3.3.4 kernel where the drivers does not work at all).
Evren,
Thanks so much for letting me know! I forwarded your post above to the Catalyst QA team. I'll let you know what I hear.
Cheers!
Kristen
