Priority settings

Why have the Priorities setting been Denied to end users. Right now, I am currently am running an A.M.D  Phenom II X6 1090T Black Edition, with 16 gig's 10600 ram, and a SSHD with in a windows 7 base, right now, but looking to switch back to Slackware. I understand if my computer could not handle the ramp up. But, I feel it is a waste, not to power up core processing and any parts of the tree to allow for faster computing, if a system can handle it. Is there anyway to write a program or get Admin rights to these processes that can make an analysis to allow/grant admin right to user for Priority settings.
