Where to get sane description of what UAV is and when to use UAV commands?

UAV stands for Unordered Access View and can be considered similiar to the Global Buffer except it has byte addressing and can read/write at minimum a component and not a vector like global buffer. Usage of the UAV should be in the IL spec in the CAL section of the Stream SDK.

The IL spec as shipped in 1.4 beta does not specify how to use UAV. The only reference to UAV in the IL document is about fences
